Then the power.

A developable, connected and executable project is the scarce asset. Land matters, and land is not the first gate. The market and the power path come before a site is worth controlling.

    Country first

    Southeast Asia is not one power market, one planning system, or one investment regime. The country comes before the corridor.

  2. Power

    First infrastructure gate

    A site without a credible electrical path is not a data centre site. Capacity, the utility interface, and the programme sit ahead of the land price.

  3. Fibre

    Routes, not proximity

    Subsea landings, terrestrial backhaul, diversity and latency. A cable in the strait is not a route into the building.

  4. Land

    Tenure and control

    Title, tenure, access and whether the land can be held through to an investment decision. Land is necessary. It is not the first gate.

  5. Water / cooling

    Design basis

    Source, discharge, climate and the cooling strategy have to be chosen before a cost plan means anything. In several of these markets, water is a gate of its own.

  6. Approvals

    The local path

    Planning, environment, the utility, the investment approval and the government interface. The test is whether that path can be programmed, not whether a zone exists.

  7. Delivery

    Cost and programme

    Local construction markets, long-lead equipment, and the risks that have to be retired, allocated or priced before FID.

  8. FID

    The owner’s decision

    Sundaian carries the development to an investment decision. The capital decision is the owner’s. EPC and construction follow commitment.

    Scope defined. Approvals in hand or far enough along. Utility path understood. Cost and programme developed. Risks retired, allocated or priced.
